PROBLEM TO BE SOLVED: To provide a surface-treatment liquid which gives slidability, abrasion resistance, lubricity, hydrophobicity, mold releasing ability, nonrconductivity and the like and to provide a surface-treatment process using this surface- treatment liquid. SOLUTION: This surface-treatment liquid contains an electrodepositable resin (a polyimide resin or the like) comprising a polymerizable compound and/or a polymer, and a whisker (potassium titanate or the like). Preferably, the whisker is an acicular material which has an average diameter of not more than 3 mm, an average aspect ratio of 10-100 and a Mohs' hardness of 3-9. In the surface treatment process, an electrodeposited film is formed on a substrate surface by an electrodeposition using this surface-treatment liquid. Then, a heat treatment is applied on this electrodeposited film.
