PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for continuously forming excellent images by hardly generating cleaning inferiority or the like caused by exfoliation occurring by roughening of the surface of the electrophotographic photoreceptor, and to provide its manufacturing method and an electrophotographic system. SOLUTION: The method of manufacturing the electrophotographic photoreceptor includes a surface roughening process for performing surface roughening processing of the surface of an object to be processed by colliding polishing particles on the surface of the object to be processed having a cylindrical support, a conductive layer, a charge generating layer and a charge transport layer. At least one of binding resins contained in application liquid for the charge transport layer is a resin in which dielectric constant is 2.5-4.5. A rate of a charge transport substance in the application liquid for the charge transport layer is 0.1-100 mass% to the total mass of the charge transport substance and the binding resin. In a region where a distance from an upper end is less than 0.5 mm during application of the charge transport layer, the cylindrical support is exposed, and a region directly bringing the conductive layer into contact with the charge transport layer is provided on the upper end during application of the charge transport layer.
