PROBLEM TO BE SOLVED: To realize starting driving of in-vehicle cooling/heating and ventilation function without affecting to control of idling and output of an engine even if it is separated from the engine by electro-motive force from an accumulation type solar battery or the like capable of being easily mounted to a vehicle body. SOLUTION: A mounting type unit interlocked with a cover with high thermal efficiency effect having temperature holding and heat insulation function is constituted such that an idling control system including the air adjustment control device of cooling, heating and ventilation and power source switching function can be continuously functioned by operation of a heater device, a cooler operation device and thermostat and time switch function by output from the electricity-accumulation type solar battery post-mounted to a vehicle body of a non-countermeasured automobile in environment preservation and having sufficient electromotive force and other clean energy batteries.
