A phase control circuit and an apparatus and a method for controlling a heater lamp by using the same are provided to detect a voltage phase in a predetermined range when driving a heater lamp in the first stage and to apply a control pulse signal corresponding to the phase to the on/off state of the heater lamp so that the occurrence of flicker is minimized. A phase control circuit includes a phase detector(210) and a control pulse signal generator(220). The phase detector compares the level of a sinusoidal wave with the level of a comparative signal that increases to a predetermined level, and detects a phase when the level of the sinusoidal wave exceeds the level of the reference signal to generate a pulse reference signal. The control pulse signal generator generates a control pulse signal at a time point that the level of the comparative signal is identical to the level of the sinusoidal wave subject to level decrease.
