PROBLEM TO BE SOLVED: To provide a heat sealing device and a heat sealing method capable of surely heat-sealing in the transverse direction even when the feeding speed of film is increased.

SOLUTION: The heat sealing device is arranged such that two rotating bodies 11 each provided with a support body 12 capable of rotating with the rotating axis 11a as the center and with at least one heat sealing member 13 formed on the support body 12 comprise a pair of heat sealing rolls 10 so disposed that the rotating axes 11a are placed mutually in parallel, while the heat sealing rolls 10 are capable of moving in the direction crossing the rotating axes 11a.
