PURPOSE: To provide an intermediate transfer medium constituted so that transfer dust is prevented from occurring and the other side effects such as an abnormal image is not caused without providing an image forming device with a special additional mechanism and the image forming device using it. CONSTITUTION: This intermediate transfer medium 12 is used for the intermediate transfer system image forming device constituted so that the final image is obtained by repeatedly electrostatically and primarily transferring the plural- color visible images formed on an image carrier 1 on the intermediate transfer medium 12 traveling at substantially equal velocity to the carrier 1 based on difference between potential generated when a voltage is impressed between a member for impressing a transfer bias 13 installed at the back surf ace of the medium 12 and a member for a ground 14 and potential on the carrier 1 and secondarily transferring the primarily transferred images formed on the medium 12 on a transfer material 18 in a lump thereafter. Then, the surface resistivity of the back surface of the medium 12 is set to be smaller than the surface resistivity of the surface (image holding surface) of the medium 12.
