PROBLEM TO BE SOLVED: To relieve the load of an ATM network design job by allowing a CPU to execute a program in a memory so as to operate process such as a general-purpose OS, a utility, and an ATM network design aid application. SOLUTION: The operator allows a CPU to execute a program in a memory 2 so as to operate process such as a general-purpose OS 101, a utility 102, and an ATM network design aid application 105. Then terminals located at each point of an ATM network and traffic deciding a call class and call units sent between terminals are designed, and starts edit devices 205, 207 to make topology design deciding a connection form (line network) between terminals depending on types of each terminal and a connection form (bus network) of real lines. Then routing data generators 209, 212 are used to relate connection between the line network and the bus network to design routing data stored in each transfer node included in the bus network and an overall evaluation device 211 obtains an operating rate of the designed network.
