<P>PROBLEM TO BE SOLVED: To prevent an image from being degraded due to reverse transfer while preventing toner scattering before transfer in an image forming method (image forming apparatus) to form an electrostatic latent image on a latent image carrier, develop the electrostatic latent image so as to form a toner image and transfer the toner image to a final transfer medium so as to form a final image. <P>SOLUTION: A maximum potential difference V between the surface potential of the latent image carrier 1 in an area to which the toner image is transferred and the surface potential of a final transfer medium S at least in the case of transferring the toner images of second and succeeding colors to the final transfer medium S is set to satisfy a condition V<312+6.2×t when the thickness of the toner image held between the latent image carrier and the final transfer medium is defined as t [μm].
