PROBLEM TO BE SOLVED: To obtain an image whose quality is improved by emphasizing the contrast of a block where pixel values are small and the contrast of a block where pixel values are large.

SOLUTION: This device is provided with a means for calculating a positive image contrast correction value from the minimum value among the vales of a plurality of pixels in the periphery of a pixel to be corrected, a means for calculating a negative image contrast correction value from the maximum value among the values of a plurality of pixels in the periphery of the pixel to be corrected, a means for calculating a positive image value by correcting the value of the pixel to be corrected by the positive image contrast correction value, a means for calculating a negative image value by correcting the value of the pixel to be corrected by the negative image contract correction value, a means for calculating the logarithm of the contract of the positive image value and the negative image value, and a means for calculating the correction value of the pixel to be corrected by specifying the logarithm.
