PROBLEM TO BE SOLVED: To provide a fail-safe to a trouble of a voltage sensor as a means for detecting power storage amount and an abnormal battery. SOLUTION: SOC(state of charge) of a battery unit corresponding to a failed voltage detector 12 is estimated from SOC of another battery unit. When failure of the voltage detector 12 is detected, charge/discharge current is suppressed, and even if abnormality is generated in a battery unit corresponding to the failed voltage detector 12, generation of Joule heat is retarded.
