PROBLEM TO BE SOLVED: To remove organic chlorine compounds from soil, solids and fly ash contaminated by the organic chlorine compounds, such as dioxins, to reuse all of drugs used and to replenish the drugs only by as much as the amount used for decomposition and reaction. SOLUTION: An organic solvent which is capable of easily extracting the organic chlorine compounds, such as the dioxins, and is low in boiling point is mixed with the contaminated soil, solids and fly ash to extract the organic chlorine compd. The organic solvent containing such organic chlorine compounds is subjected to dewatering and thickening and is fed together with a polar organic solvent and alkali into a reaction chamber where the organic chlorine compounds are decomposed. The solvent for extraction is recovered from the condensate produced in the reaction chamber and the reaction end liquid is circulated, by which the remaining solvent for extraction, the polar organic solvent and the unreacted alkali are reutilized in the system. |
