<P>PROBLEM TO BE SOLVED: To simply manufacture an anisotropic light scattering film having high usefulness. <P>SOLUTION: A dispersion liquid formed by dispersing light transmissive fine particles in a solution of a light transmissive medium resin is uniformly applied onto a smooth surface and dried to obtain birefringence of the light transmissive medium resin. By this manufacturing method, the anisotropic light scattering film having high usefulness can be simply manufactured without necessitating an alignment layer, an electric field and a magnetic field and the like and performing operation of extension and the like. The light transmissive fine particles may be formed by phase separation by using a mixed solution, emulsion or the like of the light transmissive medium resin and an another light transmissive resin instead of the dispersion liquid.
