A device for location updating and quick connection setup in an idle mode of a broadband wireless access communication system and a method are provided to conduct a location updating process or a quick connection process immediately without a separate waiting process by using DCD/UCD(Downlink Channel Descriptor/Uplink Channel Descriptor) information within a message, thus quick updating or connecting is available. If information on the currently connected base station existing in a received advertising message is the same as prestored information, a neighbor information processor(405) determines location updating or quick connection setup without a receiving process of the additional information for the currently connected base station. A neighbor information storage(403) stores information on the currently connected base station and other base stations.
