<P>PROBLEM TO BE SOLVED: To provide a composition capable of forming transparent electrically conductive film having excellent antistatic effect, very high in visible light transmittance because of no hue absorption, giving natural hue of transmitted image and also excellent in scratch resistance, to provide such transparent electrically conductive film, and to provide a display having such film on the display screen. <P>SOLUTION: The composition for forming transparent electrically conductive film comprises a binder component and electrically conductive powder dispersed in the binder component. In this composition, the binder component is an active energy ray-curable one, and the electrically conductive powder consists of tin hydroxide powder and other electrically conductive powder, wherein the tin hydroxide powder accounts for 45-99 mass% of the total electrically conductive powder.
