The purpose of the present invention is to provide an apparatus and a method for winding a wire around a fuel rod by using a weight, capable of winding the wire around the fuel rod while maintaining the tension of the wire by a preset pitch. The apparatus for winding a wire around a fuel rod by using a weight comprises: a fixing part which fixes both ends of the fuel rod and rotates the fixed fuel rod; a transfer part which moves in a longitudinal direction such that the wire is wound around the rotating fuel rod by the preset pitch; the weight which gives the tension to the wire; a fuel rod support roll which is provided on the upper side of the transfer part and prevents the fuel rod from being deformed by the tension of the wire; a wire support part which is provided on the upper side of the transfer part and supports the wire by using a roller; a welding part which is provided on the upper side of the transfer part and welds the fuel rod and the wire; and a support part which includes the fixing part and the transfer part on an upper side thereof.
