A heated surface and method of making the same is disclosed. The surface has a base. A first ceramic insulating layer is provided above the base. A heating element is provided above the first ceramic insulating layer. A second ceramic insulating layer is provided above the heating element. A protective layer is provided above the second ceramic insulating layer.

1. A method of manufacturing a heated surface, comprising steps of:
applying a first ceramic insulating layer over a base surface to create a ceramic covered base surface; placing a heating element on the ceramic covered base surface; applying a second ceramic insulating layer over the heating element, wherein the second ceramic insulating layer is thinner than the first ceramic insulating layer; and, applying a protective layer over at least a portion of the second ceramic insulating layer which extends over the heating element.
