<P>PROBLEM TO BE SOLVED: To provide a prepaid system capable of using without limitations on time and place. <P>SOLUTION: This system is provided with a prepaid program sales company, a prepaid program delivery server for delivering prepaid program that the prepaid program sales company sells to a user terminal through a network, a user terminal which has a function for downloading, preserving and executing the prepaid program from the prepaid program delivery server through the network, and a store terminal which has a function for performing the receiving process of the commodity cost-payment by the prepaid program. The user terminal and the store terminal can communicate mutually. The user terminal and the store terminal updates the balance of the prepaid program that the user terminal uses for pay based on the communication result.
