PURPOSE: A method of encoding an image by relocating a huffman table and apparatus for encoding and decoding an image are provided to relocate the huffman table in the order of corded word having a high probability, thereby realizing huffman coding with respect to the statistic characters of DCT coefficients. CONSTITUTION: The method of encoding an image by relocating a huffman table comprises the steps of: calculating a conditional probability of each coding term, and relocating an index structure of the huffman table in order of the corded term having a high appearance probability. An apparatus for encoding and decoding an image comprises an encoding portion(10) for encoding an image signal converted and quantized by a DCT converter and a quantizer using the huffman table, an encoding portion control unit(11) for receiving a coding term from the encoding portion and calculating a conditional probability to relocate an index structure of the huffman table in order of the coding term having a high frequency, a decoding portion(20) for decoding the coding term output from the encoding portion using the huffman table, and a decoding portion control unit(21) for receiving a term input to the decoding portion and controlling the index structure of the huffman table to be relocated in order of the coding term having a high frequency.
