PROBLEM TO BE SOLVED: To allow a plurality of users to make view operations at the same time by using one camera only.

SOLUTION: Upon the receipt of a revised menu transmission request from a communication terminal of a user, a communication processor 204 selects a free processor in user proxy processors 2031, 2032and assigns the selected processor to the communication terminal. The user proxy processors 2031, 2032search for and acquire the current or past recording video information receiving a transmission request on the basis of a time base control request from the assigned communication terminal from a file server 202, process and produce the video recording image information after the acquisition on the basis of a view control request and respectively distribute the video recording image information after the production to the assigned communication terminal as particular recording video image information.
