<P>PROBLEM TO BE SOLVED: To provide a developer carrier whose surface is maintained in a uniform surface state even in the case of repetitive copying or endurable service and which has stable and high electrification imparting property without causing soiling by toner or the charge-up of the toner on a sleeve, and to provide a developing device and a process cartridge using the developer carrier. <P>SOLUTION: The developer carrier has at least base substance and a conductive coating layer formed on the surface of the base substance, and the conductive coating layer incorporates at least binding resin, graphite particles which are dispersed in the binding resin and whose graphitization degree PA(002) is a specified value and scaly or stylus graphite whose graphitization degree PB(002) is a specified value, and satisfies relation PB(002)≤PA(002).
