PROBLEM TO BE SOLVED: To provide a method of manufacturing an actuator for reducing the variation of a resonance frequency without using a member and a special material for reducing vibrations, and to provide a high quality actuator manufactured by the method. SOLUTION: In the method of manufacturing the actuator for a hard disk drive for adhering and fixing a coil to a comb by an adhesive to obtain an actuator, during attaching the coil to the comb and fixing the coil by the adhesive, a control material made of material whose contact surface with the adhesive is not attached to the adhesive is brought into contact with the adhesive, the adhesive is cured, and the control material is subsequently removed.
