PROBLEM TO BE SOLVED: To allow different transmission systems of devices to be mixed in a traffic control system. SOLUTION: The traffic control system includes a central unit 1, and a plurality of terminal devices 3 for data communication with the central unit 1, the central unit 1 is a UD type central unit capable of coping with a routing-capable UD type transmission system, the terminal device 3 is one capable of coping with a routing-incapable U type transmission system, a converter 2 for converting a UD transmission type message into a U type transmission system of message, or vice versa, between the UD type central unit and the plurality of U-type terminal devices 3, and the UD type central unit is communicated with the plurality of U-type terminal devices 3 via the converter 2.
