PROBLEM TO BE SOLVED: To provide a thermal target tracking device and a thermal target tracking method for preventing erroneous detection of noise as a target when the target is invisible or flickers. SOLUTION: The thermal target tracking device for tracking a mobile target in animation based on multivalue image data includes a labeling processing part 30 labeling adjacent pixels in image data obtained by carrying out binarization based on a binarization threshold value on the multivalue image data, a target decision part 40 selecting a target based on a predetermined condition from one or more labels, a gate setting part 50 setting a tracking gate using a target gravity center position as a center and setting a binarization gate on the outside of the tracking gate, and a binarization threshold value calculation part 60 calculating a first threshold value based on the multivalue image data included in a peripheral area put between the tracking gate and the binarization gate, a second threshold value based on the multivalue image data constituting the target included inside the tracking gate, and a third threshold value based on a machine noise generated in the multivalue image data and setting a threshold value having the largest value as the binarization threshold value.
