PROBLEM TO BE SOLVED: To relatively easily attach a proper tag to an image; and to relatively easily find a desired image. SOLUTION: A target image to be tagged is selected, and a tag that has been already attached to the selected target image is displayed in the current display area 12. A tag having a high appearance frequency is extracted among tags attached to images with the same tag as the tag already attached to the target image from images stored in an image database. The extracted tag is displayed as a tag candidate in a tag candidate display area 16.
