PROBLEM TO BE SOLVED: To provide a flame-retardant copolyester composition which has improved drip resistance and a good self fire-extinguishing property, when contacting with flames, has good physical properties and heat resistance, and can give flame-retardant polyester fibers and the like, and to provide flame-retardant polyester fibers. SOLUTION: The present invention relates to the flame-retardant copolyester composition, characterized by copolymerizing a specific phosphaphenanthrene-based phosphorus compound in a phosphorus atom content of 0.3 to 1.5 wt.% in the copolyester composition, copolymerizing an organic sulfonate in an amount of 0.05 to 0.5 mol% on the basis of all acid components (excluding the organic sulfonate) constituting the copolyester, and containing a laminar compound in an amount of 0.1 to 5 wt.% based on the copolyester composition, and to fibers using the flame-retardant copolyester composition.
