<P>PROBLEM TO BE SOLVED: To provide digital signal output device and method in which a long time required for determining the logical value of a digital signal created, and frequent switching of logical value of the digital signal created are controlled. <P>SOLUTION: A holding section 11c holds a first threshold, a second threshold not larger than the first threshold, a first set value smaller than the second threshold, and a second set value larger than the first threshold. If an input signal of logic 0 is accepted when the count of an up/down counter 11a is the first threshold, a control section 11d alters that count to the first set value. A signal reproduction circuit 12 creates a digital signal of logic 0 in response to that alteration. If an input signal of logic 1 is accepted when the count is the second threshold, the control section 11d alters that count to the second set value.
