<p>Disclosed is a hydrophilic composition which enables to form a hydrophilic coating film having excellent scratch resistance and antifouling property without being hybridized with a sol-gel. Specifically disclosed is a hydrophilic composition containing a hydrophilic polymer (A) having two or more hydrolyzable silyl groups in a molecule, and a catalyst (B). The surface zeta-potential of a coating film obtained by coating and drying the hydrophilic composition is within the range from -15 mV to 10 mV.</p>
