PURPOSE: To obtain a new compound, 1,2,4-triazine derivative which has high selectivity to crop plants as well as a strong herbicidal activity against weeds and manifests excellent herbicidal effect with a reduced dose. CONSTITUTION: The 1,2,4-Triazine derivative of formula 1 (X<1> is a halogen; X<2> is a halogen; X<3> is a 1-12C alkoxy, a 3-6C alkenyloxy, a 3-10C cycloalkyloxy; R<1> is H, a 1-12C alkyl, a 3-8C alkenyl; R<3> is H, a 1-12C alkyl, a 3-6C alkynyl; Y is O or S atom). The compound of formula I is obtained e.g. by reaction of a 4-substituted phenylthiocarbamide of formula II with anα-ketocarboxylic ester of formula III (R<2> is H, a 1-6C alkyl, a 3-8C alkenyl), followed by reaction of the product, 2-(4-substituted phenylsemicarbadizono)acetic ester of formula IV in the presence of a base or an acid. For example, the compound of formula V is obtained from 4-(4-chloro-5-cyclo-pentyl-oxy-2-fluorophenyl)thiocarbazide and methyl pyruvate.
