PROBLEM TO BE SOLVED: To shorten the mounting time and to enable a high-efficiency production, by determining the arrangement of component feeders so that the total movement distance between the component feeders and a head is minimized. SOLUTION: A CPU 1 is commanded by a control program stored in the main memory 2 to reads the kind of a substrate to be produced in a certain period out of an operation schedule data file 3b, calculate the mounting order of components for each substrate kind, and generate a mounting order data file 3C. Further, an external storage device 3 is stored with a movement distance between component feeders in a movement distance data file 3d. Then the CPU 1 is commanded by the control program stored in the memory 2 to read mounting order by the substrate kinds out of the file 3C, production quantity for every kind of substrates from a file 3a and determine the arrangement of the component feeders minimizing the movement distance of the head according to those data.
