PURPOSE: A system for managing addresses separated into logical and physical addresses inside a base station controller and a method thereof, are provided to separate an address system into logical addresses and physical addresses and to regulate a shunt according to the number of processes regardless of the address system. CONSTITUTION: A shunt(10) is regulated according to the change of a physical address of a processor. A buffer(21) stores the regulated address of the shunt. A flash memory(24) stores a transformation table between a physical address and a logical address. A central processing unit(CPU,22) converts the physical address stored in the buffer(21) into a logical address by using the transformation table. A memory(23) stores a received data address.
