PROBLEM TO BE SOLVED: To detect an adhesive state of a moisture containing object such as a raindrop to an image pickup means such as a video camera by informing a driver of the fact when detecting adhesion of the moisture containing object by a judging means for judging the adhesive state of the moisture containing object to the image pickup means from an appearing way of an optical flow. SOLUTION: A driving signal of a wiper is inputted to a raindrop adhesion judging part 63 from a wiper signal detector 8. The raindrop adhesion judging part 63 judges an adhesive state of a raindrop to a video camera 2 on the basis of an optical flow calculated by an optical flow operation part 62 to output the result to a warning display device 5 in an operation room. The warning display device 5 displays the result on an image screen on the basis of a judging result of the adhesive state of the raindrop to the video camera 2 in the raindrop adhesion judging part 63, and transmits a warning signal when detecting adhesion of the raindrop to inform a driver of this fact.
