The present invention relates to a highways device with a support frame and covering element, such as a plug or lid or grating, pivotally mounted on the frame. The device is characterized in that the covering element (3) comprises a latch (7) extending transversely to the pivoting side (8) of the element (3) and being able to occupy an active position so as to cooperate with a keeper (19a) of the frame (2) so that the covering element (3) can be retained in an upright safety position in which said element is prevented from pivoting into its position in which it closes the frame (2).
