PROBLEM TO BE SOLVED: To provide a management program, management device, communication system, and terminal program which, when a user makes a reservation for holding a web conference, allow the user to keep track of the number of participants in the conference to determine whether it is equal to or less than a permitted number.SOLUTION: A management device accepts a command including scheduled date and time, i.e. scheduled date and time when a web conference is held, and the number of participants (S27). The management device associates and stores a conference ID to identify the web conference, the scheduled date and time, and the number of participants (S37). The management device calculates the total number of participants of web conferences scheduled to be held at the same time band among web conferences reserved by all people who made reservation belonging to the same group as a person who made reservation. The management device creates reservation state information on the basis of the number of license set to the group and the total number of participants.
