The device has a pair of attachment units (15), each on one end of a body (10) with facing holes, a cylindrical housing (25) joined to a flap between the attachment units with both sides open, a drive in the housing for selectively generating a rotation force, a joint shaft (40) joined to the drive at one end with the other end forming a protruding connection section and a joint cam (45) inside the attachment unit with one end accepting the supporting force of a sprung body for connection to the connection section.
