PROBLEM TO BE SOLVED: To surely send out call signals for the incoming call from a specified subscriber even when a radio channel is in congestion. SOLUTION: A CPU 19 monitors the presence/absence of call termination from a TEL 2 through an INF 11, checks whether or not the radio channel is congested through a trunk TRK 13 first when the call termination is present, identifies and judges whether or not the subscriber of the call termination is the specified subscriber by retrieving a subscriber data base from a memory MEM 19 when it is congested and records priority arrangement so as to preferentially send out the call signals in the next and succeeding cycle in the MEM 18 when it is the specified subscriber. When the radio channel is not congested, an SW 12 is controlled so as to connect an SG 17 to the TRK 13 for any subscribers and radio call signals to an opposite subscriber are sent out through an antenna 14 to the radio channel.
