PROBLEM TO BE SOLVED: To precisely and reproducibly control the dryness of rollers with a slight output cost and remove the influences of the drying actions to the air conditioning conditions of the surfaces of other rollers holding a dampening agent by providing negative pressure chambers for evaporating the moisture content of a printing ink in an ink arrangement device. SOLUTION: The troublesome dilution of a printing ink may occur through the conveyance of a dampening agent from a plate cylinder 7 through a form roller 6 and an anilox roller 1 to an ink chamber 2. A negative pressure chamber 10 or 10' acts the dampening agent in an ink emulsion solution carried back from the form roller 6 to the anilox roller 1 before its arrival to the ink chamber 2 so as to prevent the printing ink in the ink chamber 2 from being diluted. The boiling point of the dampening agent lowered in the negative pressure chamber 10 promotes its effective evaporation. Dampening agent vapor is sucked out through a pump 14 used for developing a negative pressure. Thus, the influence of the drying actions to the air conditioning conditions of the surfaces of other rollers holding the dampening agent can be removed.
