PROBLEM TO BE SOLVED: To facilitate the regulation for optimizing the exhaust gas emission or fuel consumption under a specified condition by controlling an alternator and regulating the torque so as to optimize the exhaust emission and/or the fuel consumption. SOLUTION: The regulation based on torque of an internal combustion engine BKM is performed so as to optimize the exhaust emission or fuel consumption. At this time, the torque to be generated is set large under a prescribed condition, compared to the torque desired by a driver. The excessive torque is compensated by controlling an alternator G so that the alternator G acts on a relatively strong braking torque to a drive shaft. To generate a relatively large braking torque to the alternator G, for example, the exciting force of the alternator G is enhanced, and a relatively high electric output released from the alternator G is used for the additional changing of a battery B. The additional engine torque by the alternator G is used for the operation of the heater H of an exhaust system.
