PROBLEM TO BE SOLVED: To obtain a device for continuously kneading a powdery hydraulic material with water and discharging them. SOLUTION: A raw material supply device is connected to a vertical material supply cylinder, the powdery hydraulic material is continuously and quantitatively supplied to the vertical material supply cylinder, a water supply pipe is provided on the side surface of a vertical mixing cylinder installed in the lower part of the vertical material supply cylinder to continuously and quantitatively supply water, a stirrer for kneading the powdery hydraulic material with water is provided at the bottom of the vertical mixing cylinder to continuously knead and a discharge pipe connected to a kneaded material discharge port at the side surface lower part of the vertical mixing cylinder is lifted so that the tip is at a higher position than the position of the discharge port to retain the kneaded material in the vertical mixing cylinder.
