A system and a method for providing a roaming service with a prepaid card are provided to offer a call service by registering a member to an HLR(Home Location Register) when the member belonging to a service provider incapable of providing an automatic roaming service wants inbound roaming service, and control usage of the member without any deferred settlement by using a prepaid card service. A roaming HLR(41) registers roaming users and manages location information of the roaming users, and a roaming SCP(Service Control Point)(42) provides a prepaid card service. An SS7(Signaling System 7)/MAP(Mobile Application Part) processor(43) links an SS7 network(50). The HLR includes an HLR function part(41-1) performing a location registering and call processing functions, and a roaming member database(41-2). The roaming SCP includes an SCP function part(42-1) performing a prepaid card service and charging functions, and an interface part(42-2) providing a prepaid card sharing function.
