PROBLEM TO BE SOLVED: To easily update security processing data.SOLUTION: Roadside equipment 3 includes: a storage unit 34 in which a plurality of security processing data are stored; and a processing unit 33 performing security processing for communication data of the roadside equipment 3, using either one of the plurality of security processing data. Each of the security processing data includes a public key certificate 52a of the roadside equipment 3 and a secret key 52b. The security processing data is published by an administration agency 100 which is a third-party agency other than a service provider of the roadside equipment 3. On the occurrence of a change opportunity of the security processing data currently in use, the processing unit 33 determines security processing data to be newly used, from among the plurality of security processing data.SELECTED DRAWING: Figure 1
