A magnesium cement comprises a magnesium salt and magnesia, to which setting water is added, the magnesium salt being a partially dehydrated magnesium salt preferably having an average degree of hydration of between 2 and 4. This cement is used to make a hydraulic binder in which, for example, the relative proportions of magnesium salt, magnesia and water are preferably defined by area no. 1 or by area no. 2, of the ternary diagram MgO-MgCl2-H2O in Figure 1.
