<p><P>PROBLEM TO BE SOLVED: To effectively utilize the paper sludge by detoxifying it. <P>SOLUTION: Lime purification residue is mixed to the paper sludge to be treated, the mixture is burnt to produce a lime component in burning, and the lime component is added to paper sludge incineration ash (PS ash) to dispose or effectively utilize the paper sludge. Further the water is added to the paper sludge incineration ash to produce fluorite by hydration reaction.
