PROBLEM TO BE SOLVED: To provide a hair-treating agent having an excellent decolorizing power, capable of dyeing the color tone of the hair as a bright good color tone without having unevenness and further having good preservation stability. SOLUTION: This hair-treating agent selected from a decolorizing agent and dyeing agent is used by mixing a first agent containing an alkaline agent and a second agent containing hydrogen peroxide, wherein the first agent contains ammonia and a carbonate, the second agent contains a phosphonic acid type chelating agent; the first agent is an emulsion containing water and a surfactant; and the content of the phosphonic acid type chelating agent in the mixture of the first and second agents is 0.01-0.2 wt.%. As the first agent, creamy oil in water type emulsion containing a higher alcohol as the oil is preferable. COPYRIGHT: (C)2006,JPO&NCIPI
