PROBLEM TO BE SOLVED: To provide an image generation technique capable of effectively displaying an image imitating an electrical bulletin board without excessively increasing a data amount. SOLUTION: The image generator for displaying a stereoscopic image for which a virtual three-dimensional space is two-dimensionally developed comprises: a display element arranging means (3041) for defining a display surface by planarly arranging a plurality of objects to be one display element respectively in the virtual three-dimensional space; a code position decision means (3042) for deciding the display position to the display surface of a code to be lighted and displayed on the display surface; a lighting presence/absence deciding means (3043) for deciding the presence/absence of the lighting of the respective display elements arranged on the display surface on the basis of code information specifying the display elements to be lighted corresponding to the code and the decided display position; a lighting control means (3044) for developing a texture corresponding to the decided presence/absence of the lighting to the display elements; and an image generation means (3045) for generating image data for which the display surface including the display elements to which the texture is applied is two-dimensionally developed.
