PROBLEM TO BE SOLVED: To reduce the number of components and a cost.SOLUTION: Upon a startup, first, a negative electrode side relay of a first relay, a positive electrode side relay of a second relay, and the negative electrode relay are held in an off, and a positive electrode side relay of the first relay and a precharge relay are turned on (S100). In accordance with a difference |Vb1-Vb2| of first and second battery voltages Vb1 and Vb2, a magnitude relation of a battery voltage Vb1 and a battery voltage Vb2, a capacitor of first and second low voltage side power lines is precharged while controlling first and second step-down converters so that the voltage of second low voltage side power line is set to within a predetermined range around a battery voltage of a second battery (S120 to S200).
