PROBLEM TO BE SOLVED: To decrease a delay in transfer of service with respect to a signal with high priority in the polling system adopting the ATM-PDS method. SOLUTION: A subscriber management section 2 of a station side equipment inquires of a transmission request to all terminal equipments at a subscriber equipments connected based on assignment information of a required band and a standby band from a service band management section 1 while designating a terminal equipment permitting transmission and a class of the transmission service. A transmission request management section 3 at the subscriber side equipment discriminates whether or not the transmission request from the station side equipment is assigned to itself and extracts it when the transmission request is assigned to itself and sends it to a service discrimination section 4. The service discrimination section 4 discriminates a class of the transmission service of the transmission request addressed to itself and instructs the transmission of the service information of the corresponding class to a service information generating section 5. The service information generating section 5 sends the service information of the class instructed by the service information discrimination section 4 to the station side equipment. An information assignment section 7 manages a transmission interval for each service class and assigns transmission information of the service class with respect to the standby band when no transmission permission is received with respect to the service class at a prescribed interval and the service information generating section 5 sends a polling reply to the station side equipment.
