The invention concerns a cosmetic or pharmaceutical composition in the form of an oil-in-water emulsion comprising a non-solubilized micronised biologically active agent, in the form of particles, whereof at least 80 % in number of particles and preferably 90 % in number of particles have a diameter ranging between 1 and 10 mu m and at least 50 % in number of particles have a diameter less than 5 mu m, and an appropriate emulsifier system, for topical application in the treatment or care of the skin and/or its appendices.
