The mechanism is mounted for rotation with a drive shaft 14 about an axis 22 and comprises one or more valve portions with radially directed sliding movement. A first member 46,50 defines at least one radially extending guide, and a second member 42, which deforms resiliently as rotational speed increases, carries valve portions which slidingly engage with the guide. As rotational speed increases, flow of fluid through a passage which cooperates with the valve portion(s) is reduced. The passage may terminate in nozzles which impart rotational motion to the mechanism, or the passage may control axial flow of air to a vane motor adjacent the mechanism. The resilient material may be a nitrile elastomer. The resilient member may be of ring shaped configuration with four, equally spaced valve portions extending radially therefrom.
