PROBLEM TO BE SOLVED: To make the confirmation of information recorded on a disk and the retrieval of desired information easily executable. SOLUTION: In step S20, the multiplexed bit rate TS-recording-rate of a transport stream and the average bit rate of video encoding are set. In step S21, a video encoder is controlled to encode a video stream at a variable bit rate so that a prescribed average bit rate may be guaranteed at every preset prescribed time section. In step S22, a multiplexer is controlled so that no null packet will be generated when no elementary stream to be packetized into a transport packet exists. In step 23, a source packetizer 19 is controlled to packetize each transport packet into a source packet by adding an arrival time stamp to the packet.
