PROBLEM TO BE SOLVED: To solve the problem that balloons floating in an environment are already known and has not remarkable novelty even when being equipped with a display of another body and, further, an advertising display part disposed on the outside of a building requires elaborate operations and a large scale of equipment for installment, therefore, is used for continuous usage and, however, is not suited for a display method such as an event space that ends for a short period. SOLUTION: In the method for forming display to ceiling by using many balloons, ceilings of buildings of various kinds of exhibition sites, entertainment sites and event spaces etc., a regulation means for regulating the movement of the balloons arranged on the ceiling and the balloons floating in the environment are used. Therein, a large number of the balloons are floated in the environment by regulating the balloons within a space just under the ceiling with the regulation means. The regulation means regulates a large number of the balloons in a single or plural arrays as well as in a step or multi-steps, the displays for advertisement are disposed on the balloons and string material is extendedly attached to the balloons too.
